Comité des examens

Le Comités des examens, BOEX, a été créé en 1990 sous le mandat du GBC suivant.

Qu'un comité permanent, appelé Comité des examens de l'ISKCON, soit formé. Ce comité aura le pouvoir d'examiner et d'approuver les examens proposés pour l'attribution des diplômes Bhakti-Sastri, Bhakti-Vaibhava, Bhakti-Vedanta et Bhakti-Sarvabhauma. L'examen et l'approbation se baseront sur les directives données par Srila Prabhupada pour l'attribution de ces diplômes. Aucun centre ISKCON ne peut décerner ces diplômes sans l'approbation du Comité des examens de l'ISKCON.

Ainsi, le GBC a habilité le Comité des examens (BOEX) à mettre en place un système d'agrément des centres ISKCON habilités à délivrer les diplômes shastriques de l'ISKCON. Ce Conseil des examens (BOEX) fonctionne désormais sous la supervision du ministère de l'Éducation de l'ISKCON.

Charte d'utilisation


Le Conseil des examens (ci-après dénommé BOEX) du ministère de l'Éducation de l'ISKCON (ci-après dénommé ISKCON MoE), basé sur l'autorité contenue dans l'article XY des règles d'organisation et de fonctionnement, adopte par la présente la politique suivante :

1. Fonctions et Objectif

  1. Le Comité des examens (BOEX) fonctionne sous la supervision du ministère de l'Éducation de l'ISKCON.
  2. Le BOEX est responsable du développement et de l'amélioration des exigences pour les degrés Bhakti-śāstri, Bhakti-vaibhava, Bhakti-vedānta et Bhakti-sarvābhauma (ci-après dénommés degrés Śāstriques).
  3. Le BOEX aura le pouvoir d'examiner et d'approuver les examens proposés pour l'attribution des diplômes Śāstriques.
  4. L’examen et l’approbation seront basés sur les directives données par Śrīla Prabhupāda pour l’attribution de ces diplômes.
  5.  Aucun centre ISKCON ne peut décerner ces diplômes sans demander l'approbation du Comité des examens de l'ISKCON.
  6. Le BOEX doit également donner son avis sur toute question dont le MoE ou la Commission du Conseil d’administration de l’ISKCON (ci-après dénommée GBC) sollicite son opinion.

2. Organisation du comité des examens

  1. Le BOEX sera composé de membres XY nommés par le ministre de l’Éducation.
  2. Positions qui peuvent être occupées dans le BOEX :
    • Président ;
    • Vice-président ;
    • Secrétaire ;
    • Directeur de l'éducation ;
    • Membre régulier.
  3. Le BOEX élit un président à la majorité des voies. Il est chargé de convoquer et de présider les réunions du BOEX, ainsi que d'annoncer les points du programme. En l'absence du président, la présidence est assurée par le vice-président, également élu par le BOEX.
  4. Le secrétaire est nommé par le ministère de l'Éducation. Il est chargé de rédiger les procès-verbaux des réunions.
  5. Des membres invités peuvent participer aux réunions du BOEX avec un rôle de proposition et de conseil mais sans droit de vote.

3. Les droits et les devoirs des membres du comité des examens

  1. Les membres du BOEX ont le droit et le devoir de faciliter le fonctionnement efficace du comité.
  2. The member shall:
    • attend the meetings of the Board;
    • in case of absence, notify the Chairperson at least one day before the meeting;
    • comply with the MoE and Board regulations in the course of his/her activities.
  3. A member is entitled to:
    • ask questions, make comments, initiate action or amendments on any matter within the competence of the Board at the meeting;
    • to have access to all information necessary for the performance of the duties arising from membership of the Board.
  4. Members shall be bound by confidentiality.

4. Description of how the Board of Examinations works

  1. BOEX shall meet online every fortnight or as designated by the Chairman. The meeting shall be convened by the Chairman, who shall indicate the items on the agenda. The notice of the meeting and the items on the agenda shall be sent to the members in electronic form at least 7 days before the meeting.
  2. Any member of BOEX may initiate a special meeting of the Board by sending the agenda item(s) and/or proposal(s) to the Chairman.
  3. Any member of the Board may propose additional items to the agenda, in writing, not later than 3 days before the date fixed for the meeting.
  4. Minutes shall be taken of the meetings of the Board.
  5. The minutes shall contain:
    • the time and place of the meeting;
    • the names of the participants at the meeting;
    • the name of the Chairman;
    • the agenda items adopted;
    • the opinion of the Board on each item (optionally, if directed by the Chairman);
    • the numbered decisions of the Board (e.g. BOEX20230323/1);
    • any other relevant circumstances relating to the conduct of the meeting.
  6. The minutes shall be sent to the members of the Board by the Secretary within 7 days of the meeting.
  7. Members may submit written comments on the minutes within 5 days of their receipt to the Chairman.
  8. The meetings of the Board shall be closed, and its minutes shall not be public.
  9. The Director of Education shall report on the decisions of the Board to the Minister of Education, and in justified cases to the GBC.
  10. The Board shall report annually to the MoE on its activities.

5. Decision-making

  1. The quorum of the Board shall be at least 75% of its members present at a meeting.
  2. The Board shall normally vote by open poll, except on personnel matters.
  3. The Board shall take its decisions by a simple majority.
  4. In the event of a tied vote, the Chairman shall have a casting vote.
  5. Voting shall be by a “yes”‚ “no” or “abstain” vote.
  6. A secret vote shall be taken on questions of personnel, in which case a vote shall be taken by “yes” or “no”.
  7. Exceptionally, voting may be by e-mail (or another electronic platform), with each member sending his/her vote to the Chairman. Votes cast by e-mail shall be archived.
  8. In the case of an electronic poll, in addition to the above, a vote “the question cannot be decided without a meeting” may also be used. If at least 50% of the members of the Board have voted “the question cannot be decided without a meeting”, a live meeting of the Board shall be convened to discuss/decide the question.
  9. In the event of a failure to reach a decision, the Chairman shall call a reconvened meeting of the Board within a maximum of 15 days. In such cases, the quorum of the Board meeting shall be irrespective of the number of persons present.
  10. A proposal shall be deemed adopted if the number of votes in favor exceeds the sum of the votes against and abstentions. Otherwise, the proposal shall be considered rejected.

6. Closing provisions

  1. For matters not covered by these Policy, the laws of ISKCON and the policy of the MoE shall prevail.
  2. These Policy were adopted by the MoE on xx.xx.2023 by resolution MOE2023xxxx/X and entered into force with immediate effect.

Members of BOEX

Hanumatpresaka Swami

Hanumatpresaka Swami (Professor H. H. Robinson) was born January 12, 1948, on the Pacific Island of Guam, when his parents were working there at the end of WWII on government contract. He grew up in Arizona and Southern California, and then graduated with a 1st-place prize (Phi Beta Kappa) in Psychology from the University of California in 1970, headed East, got a Black Belt in Okinawan based Uechi Ryu Karate, and was initiated as a disciple of Srila A. C. Bhaktivedanta Swami, Prabhupada, in 1974. Took Sannyasa vows from H. H. B. S. Damodara Swami, and joined Maharaja’s Bhaktivedanta Institute, as a researcher and Member of the Board of Director’s in 1984. He became an ISKCON diksa guru in 1994, and in 2004 he co-founded the NIOS (North American Institute for Oriental and Classical Studies) which, by Srila Prabhupada’s mercy, has been able to organize wonderful events with Indian Museum, Kolkata; National Library, Peru et al. He is currently finishing his work in four NIOS videos to consolidate whatever little contribution he has been able to make to Lord Caitanya’s mission.

Yadunandan Swami

Yadunandana Swami, principal of Bhaktivedanta College, teacher, and spiritual counselor is a sannyasi (monk, religious mendicant) in the International Society for Krishna Consciousness (ISKCON). He is an initiated disciple of His Holiness Satsvarupa Dasa Goswami and a sannyasa disciple of His Holiness Jayadvaita Swami, who are both disciples of His Divine Grace A.C. Bhaktivedanta Swami Prabhupada, the Founder Acharya of ISKCON. Yadunandana Swami has been studying and practicing Caitanya Vaishnavism since 1977. Presently, his main services in ISKCON are focused on systematic God-centered education by developing educational initiatives and by teaching courses on Bhagavad Gita, Srimad Bhagavatam (Bhagavata Purana), and other subjects. He is convinced that such education is the best way to improve the lives of individuals, develop communities, and, ultimately, better the world. Apart from his services in education, he is also active in interreligious dialogue and lectures on the philosophy and culture of Krishna consciousness in many countries around the world.

Atula Krsna Das
Chairman

Atul Krsna dasa a rejoint le Mahaprabhu Mandir de l'ISKCON à Melbourne, en Australie, en 1985. Il a été distributeur de livres et collecteur de fonds pour l'ISKCON Melbourne pendant 12 ans. Prabhu a passé les quatre années suivantes à prêcher au Bangladesh, sous la direction personnelle de son maître spirituel, période durant laquelle il a appris à parler couramment le bengali. Prabhu réside à Sri Dhama Mayapur et enseigne les sastras et la formation des enseignants en anglais et en bengali, en Inde, au Bangladesh et au Moyen-Orient. Il est actuellement président du jury des examens de l'ISKCON.
